Xeborg, the green Martian, is campaigning for an election the way it is done on Mars. First, you write up a formula. It needs to include the most ubiquitous factors that can be determined to maximize flexibility. Then when obstacles occur in one place, the same result can be moved to something similar.

What Xeborg found was that the most ubiquitous subject on planet Earth was water. So he campaigned on solving water problems. No one else was campaigning on water, because there was nothing to be fixed. That's where the brilliance of green Martian methods comes in.

The solution was to go around wherever there was water and pretend to be fixing something. Nowhere anyone looked was there anything to fix. But that's the secret to green Martian success. Eventually, Xeborg found a water valve he could turn; and he opened the valve as the water solution. No one could do anything similar, which made him the champion fixer for solving human problems.
